PRESENTA CUBA RESULTADOS DE SUS INVESTIGACIONES POLICIALES Y CIENTÍFICAS SOBRE LOS SÍNTOMAS DE SALUD REPORTADOS POR DIPLOMÁTICOS DE ESTADOS UNIDOS Y CANADÁ
La Habana, 14 de marzo. Carlos Fernández de Cossío, Director General de Estados Unidos, junto a una representación de investigadores del Ministerio del Interior y miembros del grupo de expertos médicos y científicos de Cuba, presentaron en el Centro de Prensa Internacional los resultados de las investigaciones cubanas sobre los síntomas de salud reportados por los gobiernos de Estados Unidos y Canadá.
Fernández de Cossío aseveró que, desde el inicio, Cuba ha ofrecido la máxima cooperación y asumió con extrema seriedad este asunto. Afirmó que “no hay evidencia, teoría, ni resultado investigativo apegado a la ciencia que justifique el uso del término ataque que el gobierno de los Estados Unidos continúa utilizando públicamente, aunque en intercambios oficiales reconocen que no existen evidencias de ataques”. Calificó de preocupante que el gobierno de los Estados Unidos haya optado por ignorar los sólidos cuestionamientos públicos y reiterados que la comunidad científica ha formulado ante las teorías difundidas sobre ataques acústicos y daños cerebrales inexplicables.
“La cooperación que hemos recibido de parte del gobierno de los EEUU en la investigación ha estado por debajo de la que se hubiera esperado ante un asunto de tal envergadura”, declaró también el Director General. Apuntó que, además, el tema ha sido objeto de una alta dosis de manipulación política por parte del gobierno de los Estados Unidos, con acusaciones infundadas que han servido como pretexto para tomar medidas injustificadas que atentan contra las relaciones bilaterales en múltiples planos, como la reducción del personal diplomático, la expulsión de diplomáticos cubanos de los Estados Unidos, la emisión de una alerta de viaje y la suspensión de servicios consulares en La Habana.
Fernandez de Cossio se refirió también a las declaraciones y amenazas de altos funcionarios como John Bolton, asesor de Seguridad Nacional, y calificó como calumnias deliberadas, indecorosas y un peligro irresponsable la manipulación del tema por parte del gobierno de los Estados Unidos.
El Tte. Cor. Roberto Hernández Caballero, de la Dirección General de Investigación Criminal y Operaciones del Ministerio del Interior, y el Máster en Ciencias Tte. Cor. José Alazo Rangel, de la Dirección de Criminalística del Ministerio del Interior, presentaron un resumen sobre la evolución y las conclusiones alcanzadas hasta el momento de las exhaustivas investigaciones policiales sobre los reportes de salud de Estados Unidos y Canadá.
Explicaron las acciones investigativas, las medidas adoptadas, los análisis periciales realizados, la información compartida y la cooperación establecida con el Buró Federal de Investigaciones (FBI) de Estados Unidos y la Real Policía Montada de Canadá (RCMP), los trabajos conjuntos con el comité de expertos cubano, así como los principales obstáculos enfrentados.
Los investigadores cubanos concluyeron que “no se han encontrado evidencias que indiquen la ocurrencia de los alegados incidentes acústicos ni acción de otra naturaleza contra los diplomáticos estadounidenses y canadienses”. Aseguraron que “los resultados del análisis técnico pericial de las grabaciones de audio entregadas por Estados Unidos demostraron que no es posible que esas muestras de audio provoquen afectaciones a la salud”.
El Dr. en Ciencias Mitchell Valdés Sosa, Director del Centro de Neurociencias de Cuba, compartió el análisis realizado por los expertos cubanos sobre los pasos dados por el equipo científico médico, a partir de la información entregada a Cuba por la Embajada de Estados Unidos, las publicaciones realizadas por un equipo médico de la Universidad de Pensilvania, el informe publicado por la Universidad de Miami y el examen de la crítica científica realizada a las mismas, especialmente frente al artículo publicado por la Revista de la Asociación Médica Americana (JAMA) y otras teorías manejadas en el periodo.
Presentó el análisis de las limitaciones de este estudio y expuso los cuestionamientos principales de varios expertos internacionales a las conclusiones, así como la interpretación científica de los síntomas que se les reportaron. También aseguró que existen explicaciones tan diversas para estos síntomas que no se pueden agrupar en un solo trastorno.
Valdés explicó las razones por las cuales el equipo cubano arribó a la conclusión de que los agentes físicos manejados como responsables de los síntomas de salud, en las condiciones en las que ocurrieron los eventos, no son científicamente plausibles.
El reconocido científico argumentó los aspectos que permiten descartar las teorías sobre el posible impacto de efectos de microondas, ultrasonidos, infrasonidos y la teoría de daño cerebral y al oído interno y destacó que las evidencias médicas presentadas tienen serias limitaciones.
Finalmente, presentó también, las opiniones de destacados científicos estadounidenses y europeos que coinciden en cuestionar científicamente la validez de estas teorías y reclaman la retracción de las mismas a menos que se logre presentar una evidencia que hasta hoy no existe.

Cuba presents results of its police and scientific investigation on the physical symptoms reported by US and Canadian diplomats
Havana, March 14th Carlos Fernández de Cossío, Director General of the United States Department, together with some of the investigators of the Ministry of the Interior and members of the Cuban scientific and medical expert group, released in the International Press Center the results of the Cuban investigation on the physical symptoms reported by the United States and Canadian governments.
Fernández de Cossío asserted that from the very beginning Cuba offered its full cooperation and took this matter extremely seriously. He affirmed, "There is no evidence, theory, or science-based finding that could justify the continuous use in public of the term "attack" by the United States government, even though in official meetings they have acknowledged that there is no evidence of attacks." He described as concerning the fact that the United States government has decided to ignore the sound and repeated public questioning from the scientific community about the outspread theories about the acoustic attacks and unexplainable brain injuries.
The Director General also declared, "The cooperation that we have received from the United States government has been below our expectations for a matter of such importance." He also pointed out that the matter has been subject to great political manipulation by the United States government, making unfounded accusations that have been used as a pretext to take unjustified measures that threaten bilateral relations in many sectors, including the drawdown of the diplomatic staff, the expulsion of Cuban diplomats from the United States, the issuance of a travel warning, and the suspension of consular services in Havana.
Fernandez de Cossio also spoke about the statements and threats of top officials such as National Security Advisor John Bolton, and described the way in which the matter has been manipulated by the United States government as deliberate and indecorous slander and recklessly dangerous.
Lieutenant Colonel Roberto Hernández Caballero, from the General Directorate of Criminal Investigation and Operations of the Ministry of the Interior, and Lieutenant Colonel José Alazo Rangel, MSc, from the Criminalistics Directorate of the Ministry of the Interior, presented a summary of the evolution and conclusions of the thorough police investigation on the health incidents reported by the United States and Canada.
They explained the investigative actions, the measures adopted, the forensic analyses conducted, the information shared and the cooperation established with the United States Federal Bureau of Investigations (FBI) and the Royal Canadian Mounted Police (RCMP), the joint work carried out with the Cuban experts committee, and the main obstacles encountered.
Cuban investigators concluded "no evidence has been found that could indicate the occurrence of the alleged acoustic incidents or any other action against American and Canadian diplomats." They asserted "the results of the technical and forensic analysis of the audio recordings submitted by the United States demonstrated that it is impossible for those audio samples to cause health problems."
Mitchell Valdés Sosa, PhD and Director of the Cuban Neuroscience Center, spoke about the analysis made by the Cuban experts and the steps taken by the medical and scientific team after the United States Embassy provided information to Cuba, the publications made by a medical team of the University of Pennsylvania, the report issued by the University of Miami, and the revision of the scientific critique of those publications, specially the critique of the article published by the Journal of the American Medical Association (JAMA) and other theories advanced during this period.
He presented an analysis of the limitations of this study and revealed the main arguments put forward by several international experts to question its conclusions, as well as the scientific interpretation of the physical symptoms reported. He also affirmed that there are so many different explanations for these symptoms that they can not be grouped together as symptoms of one single disorder.
Valdés explained the reasons why the Cuban team concluded that the physical agents which allegedly caused the physical symptoms are not scientifically plausible under the circumstances in which the incidents took place.
The renowned scientist offered the arguments that rule out the theories about the possible microwave, ultrasound, and infrasound effects, as well as the brain damage and inner ear theory, and underlined that the medical evidence submitted is seriously limited.
Lastly he also shared the opinion of renowned American and European scientists that have questioned the scientific validity of these theories and claim their withdrawal unless new evidence is submitted.
