He graduated as Bachelor of International Relations from the Raúl Roa García Higher Institute of International Relations in 1983.

Further education: PhD in Political Science, University of Havana, 2011.

1984-1990:      Official at the Division of International Organizations, Ministry of Foreign Affairs.

1990-1994:      Delegate of the Permanent Mission of Cuba to the United Nations in New York.

1994-1999:      Director of the North America Division, Ministry of Foreign Affairs.

1999-2004:      Ambassador of Cuba in Canada.

2004-2005:      Official at the Central Committee of the Cuban Communist Party.

2005-2007:      Official at the Asia and Oceania Division, Ministry of Foreign Affairs.

2007-2009:      Official at the Latin America and Caribbean Division, Ministry of Foreign Affairs.

2009-2013:      Deputy Director of the Division of Multilateral Affairs, Ministry of Foreign Affairs.

2013-2017:      Ambassador of Cuba in the Republic of South Africa with concurrent accreditation to the Kingdom of Lesotho and the Kingdom of Swaziland.

2017:               Ambassador. Director of the General Division for the United States, Ministry of Foreign Affairs.

He has been a member of official delegations participating in meetings and international conferences.  He was also a member of the United Nations Observation Mission for the presidential elections in the Republic of South Africa, in April 1994.  He was the Representative of Cuba during the first phase of the peace process between the Colombian government and the Revolutionary Armed Forces of Colombia (FARC-EP).
