NUEVA YORK, 26 de marzo de 2019.- Cuba intervino este lunes en la Reunión Conmemorativa de la Asamblea General en ocasión del Día Internacional por la Eliminación de la Discriminación Racial, donde lamentó que aún se sigan discriminando etnias, naciones y comunidades enteras, mientras que persisten y se incrementan gobiernos y partidos políticos con una plataforma racista, xenófoba y anti-inmigrante.
La Representante Permanente Alterna y Encargada de Negocios a.i. de Cuba ante la Organización de Naciones Unidas, Embajadora Ana Silvia Rodríguez Abascal, hizo referencia a la plena aplicación de la Declaración y Programa de Acción de Durban, lo cual continua siendo una asignatura pendiente ante la falta de voluntad política de varias potencias para avanzar en el mandato implícito en la misma.
La diplomática cubana llamó a adoptar nuevas medidas prácticas para eliminar las formas contemporáneas de racismo, discriminación racial, xenofobia e intolerancia; eliminar las causas raigales que las generan incluidas el subdesarrollo, la pobreza y la exclusión social y establecer un nuevo orden internacional basado en la equidad, la solidaridad y la justicia social.
La isla ha implementado a nivel nacional el Programa de Actividades de la Década Internacional para las personas Afrodescendientes, al tiempo que ha respaldado las labores del Grupo de Trabajo de Expertos sobre los Afrodescendientes y del Comité para la Eliminación de la Discriminación Racial, añadió.
Rodríguez Abascal reafirmó el compromiso que Cuba con la total erradicación de la discriminación racial y su invariable voluntad de acompañar e impulsar todas las acciones que se lleven a cabo para impulsar la aplicación de los compromisos de Durban.(Cubaminrex-Misión Permanente de Cuba ante Naciones Unidas)

Mi delegación le agradece por haber convocado a esta reunión conmemorativa que marca la celebración del Día Internacional por la Eliminación de la Discriminación Racial.
Mi delegación reconoce y reafirma los resultados de la Conferencia Mundial contra el Racismo, la Discriminación Racial, la Xenofobia y otras Formas conexas de Intolerancia, celebrada en Durban, y la considera un hito trascendental en la lucha por la igualdad de derechos entre todos los seres humanos.
La plena aplicación de la Declaración y Programa de Acción de Durban, es una asignatura pendiente. Sigue faltando la voluntad política de varias potencias para avanzar en el mandato recibido desde entonces.
Lamentablemente, hoy se siguen discriminando etnias, naciones y comunidades enteras. Persisten y se incrementan gobiernos y partidos políticos con una plataforma racista, xenófoba y anti-inmigrante. Prevalece la exclusión social y la marginación de los pueblos, minorías u otras categorías de grupos sociales e individuos.
Ante esta innegable realidad, urge lograr la plena implementación de los postulados, metas y acciones convenidos en la Declaración y Programa de Acción de Durban, así como también el Documento Final de su Conferencia de Revisión. Urge que adoptemos nuevas medidas prácticas para eliminar las formas contemporáneas de racismo, discriminación racial, xenofobia e intolerancia; eliminar las causas raigales que las generan incluidas el subdesarrollo, la pobreza y la exclusión social y establecer un nuevo orden internacional basado en la equidad, la solidaridad y la justicia social.
Sra. Presidenta,
Reiteramos el compromiso de seguir apoyando este esfuerzo y, en tal sentido, reafirmamos nuestra voluntad de continuar implementando a nivel nacional el Programa de Actividades de la Década Internacional para las personas Afrodescendientes y de respaldar las labores del Grupo de Trabajo de Expertos sobre los Afrodescendientes y del Comité para la Eliminación de la Discriminación Racial.
Sra. Presidenta:
El acceso a la cultura, la salud y la educación gratuitos y universales, han conllevado al proceso de dignificación y reivindicación del cubano, independientemente del color de su piel, unido al reconocimiento pleno del legado de los principales componentes étnicos de la nación cubana.
El compromiso del Gobierno de Cuba con la total erradicación de la discriminación racial tiene su sustento en el hecho de que el pueblo cubano se siente sumamente orgulloso de sus raíces africanas, que se hacen presentes en nuestra idiosincrasia y en nuestras manifestaciones culturales. La cultura y la nacionalidad cubana surgieron nutridas del acervo africano. Cuba, además, ha aportado el sudor y la sangre de cientos de miles de sus hijos para contribuir a la emancipación de África, un continente del que toda la humanidad será siempre deudora.
Cuba mantiene invariable su voluntad de acompañar e impulsar todas las acciones que se lleven a cabo para promover la aplicación de los compromisos de Durban.

The Deputy Permanent Representative and Chargé d'Affaires a.i. of Cuba to the United Nations, Ambassador Ana Silvia Rodríguez Abascal, referred to the full implementation of the Durban Declaration and Programme of Action, which continues to be a pending issue due to the lack of political will of several powers to advance regarding the mandate enshrined in it.
The Cuban diplomat called for new practical measures to eliminate contemporary forms of racism, racial discrimination, xenophobia and intolerance; eliminate the root causes that generate them including underdevelopment, poverty and social exclusion and establish a new international order based on equity, solidarity and social justice.
The island has implemented the Programme of Activities of the International Decade for People of African Descent at the national level, and has supported the work of the Working Group of Experts on People of African Descent and the Committee on the Elimination of Racial Discrimination, she added.

Madam President,
My delegation thanks you for the convening of this commemorative meeting marking the celebration of the International Day for the Elimination of Racial Discrimination.
My delegation recognizes and reaffirms the results of the World Conference against Racism, Racial Discrimination, Xenophobia and other Related Intolerance, held in Durban, and considers it a transcendental milestone in the struggle for equal rights among all human beings.
The full implementation of the Durban Declaration and Programme of Action remains a pending issue. There is still a lack of political will among several powers to move forward the mandate received since then.
Unfortunately, today we continue to discriminate against ethnic groups, nations and entire communities. Governments and political parties with a racist, xenophobic and anti-immigrant platform persist and are increasing. Social exclusion and marginalization of peoples, minorities or other categories of social groups and individuals prevail.
Faced with this undeniable reality, it is urgent to achieve the full implementation of the postulates, goals and actions agreed in the Durban Declaration and Programme of Action, as well as in the Final Outcome Document of its Review Conference. It is urgent that we adopt new practical measures to eliminate contemporary forms of racism, racial discrimination, xenophobia and intolerance; to remove the root causes that generate them including underdevelopment, poverty and social exclusion and to establish a new international order based on equity, solidarity and social justice.
Madam President,
We reiterate our commitment to continue supporting this effort and, in this regard, we reaffirm our willingness to continue to implement the Programme of Activities of the International Decade for People of African Descent at the national level and to support the work of the Working Group of Experts on People of African Descent and of the Committee on the Elimination of Racial Discrimination.
Madam President,
Access to free and universal culture, health care and education has led to the process of dignifying and defending the rights of Cubans, regardless of the colour of their skin, together with the full recognition of the legacy of the main ethnic components of the Cuban nation.
The commitment of the Government of Cuba to the total eradication of racial discrimination is based on the fact that the Cuban people feel extremely proud of their African roots, which are present in our idiosyncrasy and in our cultural manifestations. Cuban culture and nationality emerged nourished by the African heritage. Cuba, moreover, has given the sweat and blood of hundreds of thousands of its sons to contribute to the emancipation of Africa, a continent from which all humanity will always be indebted.
Cuba upholds its unchanged willingness to support and promote all actions taken to drive the implementation of the Durban commitments.
