NUEVA YORK, 19 de marzo de 2019.- “Al fortalecer la función y autoridad de la Asamblea fortalecemos nuestro compromiso con los propósitos y principios de la ONU y se consolida el carácter democrático y participativo de ese órgano principal” afirmó la Embajadora Ana Silvia Rodríguez Abascal, Representante Permanente Alterna de Cuba y Encargada de Negocios a.i., durante la reunión temática sobre la Función y Autoridad de la Asamblea General de las Naciones Unidas, efectuada en el marco del Grupo de Trabajo Ad Hoc sobre la Revitalización de la labor de la Asamblea General.
Durante su intervención la diplomática cubana subrayó que la interacción entre los órganos principales de las Naciones Unidas, debe realizarse de conformidad con sus respectivas funciones, autoridad, facultades y competencias consagradas en la Carta y donde debe primar la transparencia. En ese contexto, reiteró el llamado al cese de la creciente y peligrosa tendencia del Consejo a invadir el ámbito de acción de la Asamblea, lo que entraña una violación de los procedimientos.

Agradecemos la convocatoria a este debate temático sobra la función y autoridad de la Asamblea General. Nos sumamos a la intervención del Movimiento de Países No Alineados realizada por la delegación de Argelia.
Al hablar de la Asamblea General nos referimos a todos los Estados que la conforman, en igualdad de condiciones y sin distinción, es por ello que constituye el principal órgano de deliberación, adopción de políticas y representación de la ONU.
La función y autoridad de la Asamblea General se encuentran claramente establecidas en la Carta fundacional de las Naciones Unidas, por lo cual resulta insoslayable su respeto pleno. Al fortalecer la función y autoridad de la Asamblea fortalecemos nuestro compromiso con los própositos y principios de la ONU y se consolida el carácter democrático y participativo de ese órgano principal.
El pleno respeto de las disposiciones y normativas que establece la Asamblea General, incluido su Reglamento, es una responsabilidad compartida y de estricto cumplimiento.

Cuba reitera que la interacción entre los órganos principales de las Naciones Unidas, debe realizarse de conformidad con sus respectivas funciones, autoridad, facultades y competencias consagradas en la Carta.
Debe primar la transparencia en la interacción entre los principales órganos de la ONU. Al respecto, valoramos de mucha utilidad la distribución de los resúmenes informativos de las reuniones sostenidas entre la Presidenta de la Asamblea General con los Presidentes del ECOSOC y del Consejo de Seguridad, indistintamente.
Sobre la interacción entre el Consejo de Seguridad y la Asamblea General, reiteramos el llamado al cese de la creciente y peligrosa tendencia del Consejo a invadir el ámbito de acción de la Asamblea, lo que entraña una violación de los procedimientos.
De igual forma, lamentamos que el Consejo de Seguridad siga presentando a la Asamblea General informes anuales que constituyen una mera reseña descriptiva de las reuniones, actividades y decisiones del Consejo, en vez de reflejar un contenido explicativo, exhaustivo y analítico sobre los trabajos de este órgano, que permita evaluar las causas e implicaciones de sus decisiones.
Asimismo, resulta lamentable que el Consejo de Seguridad continúe sin presentar los informes especiales sobre su actuación para la consideración de la Asamblea General, como lo solicita la Carta, en sus Artículos 15 y 24.
Sobre la interacción entre la Secretaría y la Asamblea General, esperamos que como resultado del proceso de revitalización en curso, se fortalezca aún más esta interacción y la Secretaría pueda responder con eficiencia, profesionalidad, responsabilidad e imparcialidad, a los mandatos que determinen los Estados Miembros.

Alinear la agenda de la Asamblea General con la Agenda 2030 para el desarrollo sostenible no constituye una tarea fácil. Resulta necesario tener un entendimiento común de los llamados “solapamientos y duplicidades”, como hemos reiterado en varias ocasiones, la recurrencia de un tema en la agenda del Plenario y de sus Comisiones, no puede ser considerado como una duplicidad, ello constituye una conclusión muy superficial.
Reiteramos que cualquier propuesta de cambiar la frecuencia en la consideración de temas y resoluciones, así como la posible eliminación de ambos, debe ser consultada en primer lugar con el Estado Miembro patrocinador del tema y resolución. No se tomará ninguna decisión hasta que el Estado Miembro concernido exprese su acuerdo o no con la propuesta.

La labor comunicacional que desempeña el Departamento de Información Pública, acorde a su mandato, sigue siendo fundamental para generar conciencia pública sobre el rol de la Asamblea General en la promoción del desarrollo y la paz. Es muy importante que cada proceso de trabajo de la Asamblea cuente con los mismos niveles de divulgación.
Aprovechamos la ocasión para felicitar por la oportuna gestión de los contenidos que se publican en los sitios web de la Presidenta y de la Asamblea General, respectivamente. Ello facilita en gran medida el acceso a información relevante por parte de las Misiones.
Hemos constatado un marcado interés en convocar eventos de alto nivel durante la celebración del debate general. Notamos que en los últimos años estos han incrementado considerablemente, sesionando de manera simultánea al debate general. Los Estados Miembros debemos analizar cuidadosamente esta situación, en aras de que el debate general de alto nivel continúe siendo el centro de los trabajos de la Asamblea General en el inicio de su sesión, con el nivel de participación y atención requerida.
Concluyo reiterando nuestra disposición a continuar apoyando el proceso de revitalización de la Asamblea General, que consolide su carácter democrático y participativo.

We appreciate the convening of this thematic debate on the Role and Authority of the General Assembly. We endorse the statement by the delegation of Algeria on behalf of the Non-Aligned Movement.
When we speak of the General Assembly, we refer to all the States it comprises, under equal conditions and without distinction, for this reason, it is the main deliberative, policymaking and representative organ of the UN.
The role and authority of the General Assembly are clearly established in the founding Charter of the United Nations, being its full respect unavoidable. By strengthening the role and authority of the Assembly, we strengthen our commitment to the purposes and principles of the UN and consolidate the democratic and participatory nature of this main organ.
Full respect for the provisions and regulations established by the General Assembly, including its Rules of Procedure, is a shared responsibility that shall be strictly observed.

Cuba reiterates that the interaction among the main organs of the United Nations should be carried out in accordance with their respective functions, authority, powers and competence enshrined in the Charter.
Transparency in the interaction among the main UN organs should prevail. In this regard, we welcome the distribution of informative summaries of the meetings held between the President of the General Assembly and the Presidents of ECOSOC and the Security Council, without distinction.
In regard to the interaction between the Security Council and the General Assembly, we reiterate the call for the cessation of the Council’s growing and dangerous tendency to invade the scope of action of the Assembly, which entails a violation of the procedures.
In like manner, we regret that the Security Council continues to submit to the General Assembly annual reports that constitute a mere descriptive overview of the meetings, activities and decisions of the Council, instead of including an explanatory, exhaustive and analytical content on the work of this organ, enabling the evaluation of the causes and implications of its decisions.
Likewise, it is regrettable that the Security Council still does not submit the special reports on its actions for the consideration of the General Assembly, as provided in the Charter, in its Articles 15 and 24.
Regarding the interaction between the Secretariat and the General Assembly, we hope that as a result of the ongoing revitalization process, this interaction will be further strengthened and the Secretariat will be able to efficiently, professionally, responsibly and impartially respond to the mandates determined by the member states.

Aligning the agenda of the General Assembly with the 2030 Agenda for sustainable development is not an easy task. It is necessary to have a common understanding of the so-called "overlaps and duplications", as we have reiterated on several occasions, the recurrence of an item on the agenda of the Plenary and its Committees, cannot be considered as duplication, this is a very superficial conclusion.
We reiterate that any proposal to change the frequency in the consideration of items and resolutions, as well as their possible elimination, should be consulted first with the Member State sponsoring the item and resolution. No decision will be made until the member state concerned expresses its agreement or disagreement with the proposal.

The communication work carried out by the Department of Public Information, according to its mandate, remains fundamental to raise public awareness on the role of the General Assembly in the promotion of development and peace. It is very important that each working process of the Assembly be equally circulated.
We take this opportunity to extend our congratulations for the timely management of the contents published on the websites of the President and of the General Assembly, respectively. This greatly facilitates access to relevant information by the Missions.
We have noted a marked interest in convening high level events during the holding of the general debate. We note that in recent years these events have increased considerably, being held simultaneously with the general debate. The member states should carefully analyze this situation, in order to ensure that the high level general debate continues to be the focus of the General Assembly's work at the beginning of its session, with the required level of participation and attention.
I conclude by reiterating our willingness to continue supporting the revitalization process of the General Assembly, which consolidates its democratic and participatory nature.
